The lower mast point is used to define the position of the rig in relation to the boat and there for has to be measured from a point on the boat (a projection of the deck across the deck bearing). But you are right that it has to be parallel to the mast. You cannot measure to another part of the mast as the position of the bearings varies from boat to boat.
