Yes, that will do nicely, as it will QUANTIFY the -‘equal thickness and density along the hull’- part of the existing Rule.
Three thoughts though,
1. Do you know of any measurer who WOULD recommend that the N.A. drill test samples?
2. Is there any owner WILLING to allow it (having -presumably- bought the boat in good faith)?
-(Both types, ‘people to avoid’ obviously!)
And 3. Who would pay for it, and the repairs?
Sort these out and the rule gets my vote,
