I would add a note of caution.
Heat Guns & old plywood that has already been exposed to the elements dont’ mix too well. The heat can damage the glue in the ply laminate & cause no end of problems with splitting & delamination.
I would recommend a chemical stripper – it will take the old varnish off easily if its 1 pot. 2 pot will be a little more effort.
If your taking paint off Gelcoat – the only safe way is sand paper & lots of effort.
For coating i would recommend a couple of coats of SP eposeal (highy thinned epoxy) – it gets right into the grain. Then use international 2-pack Paint or varnish. The paint will probably last longer & can make a boat with a scrappy deck look right up to date with the modern glass boats.
