I have a 32 mm dia aluminium tube for a tiller available – about £5. Epoxy is not specially good on anodised alloy so I fix with screws, glue and epoxy/glass. You could make a sheet metal “hood” to put over the rudder to slot the tiller into. Can’t just think of a proprietary one.
Carbon tube is an option but you need the right type of tube. When wood was the norm, we often used to make the tiller as a yoke at the rudder end to make them stronger. Tillers pushed into sockets need to be ash or similar wood to handle the side loads.
