As far as I can recall, the main issue is the amount of play in the bearings. Currently you are allowed 7mm movement of the mast at deck level and at the foot. Sideways you need it as good a fit as you can get while still alowing free movement. There is a rule amendment coming along which proposes to measure the mast tip movement instead, but this is not ratified yet.
