Had same problem with 1963, a very substantial length of bungee but did not hold the boom out in the light stuff. So I made sure all control feed blocks were behind front of mast position, JC strap was outside all control lines, and shortened it by 2 feet. Works great now, and I have used the disused portion to tie to the bottom of my kicker level which helps pull the kicker tension off very quickly and precise.
In a nut shell give it some welly!
I could be totally wrong with this advice as I am new to sailing the OK, but it works for me.
