It is nice to be reassured you have soft brake pads in your car and the rescue helicopters land on soft helipads.
If you think superficial damage is what you get when you destroy the deck to remove inlaid carbon or the hull structure to remove carbon glassed into it to support a mast step adjuster then maybe it would pay to ask for another opinion. Obviously superficial damage is minor and easily repaired without having to actually rebuild the boat to do it. You have an active forum here and this information on what the rule change has been available for some time. It had to be as it was voted on. Perhaps you could ask your technical committee representatives and or the class secretary to post the information so you can all see it before your rep votes on it at a general meeting.
The technical committee is not a secret group who do things in their own interests. We try very hard to ensure we are all sailing the same class of boat and that is why there are people from every country on it. We work very hard on any rule change to ensure it is as fair and reasonable to implement and that any change makes sense.
