Dear Martin,
As you realise, you do not have to IVA them as they were built before the requirement date but I understand your concern that you can’t prove it. However, the enforcement authorities (VOSA and Police) won’t be able to prove otherwise especially if the components you have used are dated or date coded. Those items are likely to be the coupling and the axle(s). Have you checked the dates on these? My guess is that they will indicate a date well before the requirement date of 29th July 2012 for new designs of trailer and 29th July for existing designs.
Do you have any digital photos of these trailers in use that could help pre-date them?
The cost of an IVA is £70.00.
As far as the regulations are concerned, I’ve attached the relevant IVA manual, Guide, application form and list of test stations so you can see what is required.
As far as coming across the question before is concerned, most people work on the principle that they will deal with any enforcement issues if and as they arise. You might care to drop a line to VOSA to ask them to confirm that you needn’t do anything as your trailers are out of scope as they were built before the legislation changed. You can keep their reply on file.
