The notice of race must state that on-the-water judging may/or will be used in the regatta.

Sailing Instructions
A specific section must be added to the sailing instructions to inform the competitors that on-the-water judging will be used. The procedure must be placed in the sailing
instructions with a separate numbered paragraph that clearly states how the competitors will be informed that a rule has been broken.”
That hasn’t been stated in the NoR so we can’t do it this year. As I understand it the IJ is basically a protest committee given further powers in the NoR and SI. The NoR just mentions appendix P (rule 42 judging). They can’t start waving flags at other incidents though of course they can act as witnesses and protest infringements they see. [I’m sure someone will correct me on this…]
Bottom line. Protest them. [Or T-bone them.] As you know I’ve done both and, either way, they won’t do it again.
