I think you are4 all getting a bit ahead of yourselves.
The technical committee have looked at this before and are re-visiting this/discussing this. It is not applied according to the the rules because there isn’t any real data yet and there is not a method of measurement yet. If this was to be done at an event like the worlds, then, as far as I can see it would be get some data and experience. We did this at Largs where we weighed the centerboards.
You could not be excluded from a Worlds for a moment of innertia test as yet, but, as has been seen you could if it was seen that you were trying to fiddle the correctors rules and obvious weight concentration with lumps of metal.
IF it was decided that weight distribution is a performance enhancement of some importance AND if there was a good way of measuring it and setting some levels then it MIGHT make like easier when discussing construction methods and rules.
As far as I am aware this is roughly the stae of the discussions at the moment. Alastair may wish to comment – I may be interpreting the state of play wrongly but I think this is where we are.
